Given the greater return on investment for FDI in Africa, there is a much increased interest by foreign investors in Africa, both African companies seeking to be joint venture partners with foreign investors. Local companies and Governments have to improve their working procedures, the legal basis on which they work and the training that they make available to their staff.  Even in countries like Ghana and Uganda which have improved over the 30 years that I have been involved in Africa, there is still a huge capacity training gap to be bridged.
